Advocate Now: Help reduce the incidence of child abuse and neglect in Rochester

Please help us ask your local elected official to support the Education Begins at Home Act of 2009 (Bill S244/HR2205)

Read United Way’s position on home visitation

Each year, an estimated 2.7 million children in America are abused or neglected. The best available research indicates that 35,000 children will age to become violent criminals and 250 will commit murder during adulthood as a direct result of the abuse and neglect they endured in their youth.

The Education Begins at Home Act was introduced as one effort to stop this problem and reduce the incidence of multigenerational abuse and neglect among families. It will bring families and resources together to ensure that children grow up free from abuse, ready for school and surrounded by necessary supports for the best possible start in life.

If enacted, the Education Begins at Home Act (S244/HR2205) will:

  • Provide $400 million to states to expand quality early childhood visitation programs that have been shown to reduce childhood neglect and abuse by half
  • Provide $50 million to fund innovations and partnerships at the local level to expand these services to English language learners
  • Provide $50 million to make these services available to Armed Forces families living on military bases
